Manager Effectiveness Assessment — What It Is and How It Works

The Manager Effectiveness Assessment (MEA) is a set of eight rating-scale questions that measure how well a manager demonstrates key effectiveness competencies. It collects perspectives from multiple reviewer types to give a holistic view of managerial performance across the organization.

Feature Structure

Review types included

The MEA appears across three reviewer types within a cycle:

  • Upward Review — Direct reports assess their manager's effectiveness.
  • Self Review — The manager reflects on their own effectiveness.
  • Manager Review — The manager's direct manager evaluates their leadership and performance.

Rating scale

Reviewers rate each competency on a five-point scale: Never demonstrates → Always demonstrates.

Deployment options

  • Add the MEA to an existing Best-Self Review® cycle.
  • Run the MEA as a standalone manager effectiveness review cycle.

The eight MEA competencies

  • Demonstrating Business Acumen — Analyze complex situations, anticipate trends, and develop contingency plans across a business environment.
  • Setting Goals — Prioritize work, define measurable objectives, and develop a plan to reach desired outcomes.
  • Enabling Productivity — Create environments and provide resources that allow individuals to work efficiently toward their goals.
  • Giving and Receiving Feedback — Provide or receive information about performance or behavior with the intention of improvement.
  • Influencing Others — Affect beliefs, attitudes, and behaviors by understanding people's values and needs to drive organizational impact.
  • Supporting Career Growth — Help individuals develop the knowledge, skills, and experience needed to achieve their career goals.
  • Building Strong Teams — Foster teams to work together, commit to a common purpose, and achieve goals efficiently.
  • Managing Oneself — Stay organized, focused, and productive while managing teams effectively.

Key Rules

  • The MEA requires access to Best-Self Review® and template configuration.
  • The MEA is available in the Perform and Total Platform pricing packages.
  • MEA data can feed into the Manager Effectiveness Indicator configuration; that must be set up separately.
  • All three reviewer types (upward, self, manager) must be enabled in the cycle for full 360-degree coverage.
